Year-end Review: Summary of China’s New Pesticide Registration Policies in 2025

In 2025, a series of policies was formulated and issued by the Department of Crop Production and the Institute for the Control of Agrochemicals of the Ministry of Agriculture and Rural Affairs (MARA) in China. This included the revision of four regulations, including the Measures on the Management of Pesticide Registration. The focus was on the development of China's pesticide industry, environmental protection requirements, and improving the pesticide management system.

We have summarized the year's developments to help enterprises understand China’s new pesticide registration policies.

January​

On January 20, 2025, the Institute for the Control of Agrochemicals of the MARA decided to refine the relevant matters concerning the re-application for pesticide registration of products that have not been approved, accelerating the technical review process in such cases. This decision was made to further promote the improvement of government services, optimize the pesticide registration and approval process, and enhance the level of services for enterprises, in accordance with the Regulations on the Management of Pesticide, Measures on the Management of Pesticide Registration and Data Requirements for Pesticide Registration.

March​

On March 14, 2025, the Institute for the Control of Agrochemicals of the MARA decided to open a technical consultation hotline for pesticide registration, so as to further promote the improvement of government services, enhance the level of services for enterprises, and promptly answer technical questions encountered in the pesticide registration process. The hotline number is 010-59194015.

May​

On May 19, 2025, the Department of Crop Production of the MARA issued Announcement No. 911. To safeguard agricultural production, ensure the quality and safety of agricultural products, protect the agricultural ecological environment, and promote the scientifically-guided reduction of pesticide usage, addressing prominent problems currently existing in granule products, the MARA, after review by the National Pesticide Registration Review Committee, decided to take measures regarding granule products. Registration of granule products shall only be accepted and approved for specific uses according to the published catalog. For granule products listed in items three and four of the catalog, when applying for renewal upon expiry of the registration certificate, applicants must provide supporting documentation demonstrating the scientific rationale, necessity, and recommended dosage not exceeding that of other formulations containing the same active ingredient.

June

On June 5, 2025, the Pesticide Management Department of the MARA released pesticide registration information (Issue 12, 2025). The information indicated that, after review by the National Pesticide Registration Review Committee, it was decided to implement registration management measures for tricyclazole, with registration for its use against rice sheath blight and rice false smut no longer being approved. Effective December 31, 2025, the registered scope of tricyclazole products for rice sheath blight and rice false smut will be revoked. Relevant enterprises should apply for registration amendments within the prescribed period.

On June 29, 2025, to further standardize the management of pesticide labels and instructions, in accordance with the relevant provisions of the Regulations on the Control of Agrochemicals and the Measures on the Management of Pesticide Labels and Instructions, the Department of Crop Production of the Ministry of Agriculture and Rural Affairs issued Announcement No. 925 of the Ministry of Agriculture and Rural Affairs of the People's Republic of China, announcing relevant matters concerning the labeling of pesticides and instructions.

July 15, 2025, the Department of Laws and Regulations of the Ministry of Agriculture and Rural Affairs issued Order No. 3 of 2025 of the Ministry of Agriculture and Rural Affairs of the People's Republic of China, revising the contents of the Measures on the Management of Pesticide Registration, Measures on the Management of Pesticide Production License, Measures on the Management of Pesticide Business License and Measures on the Management of Pesticide Registration Tests.

September

On September 26, 2025, the Department of Crop Production of the Ministry of Agriculture and Rural Affairs issued a letter soliciting opinions on the regulations for the management of pesticide label QR codes. The content of the letter is to standardize the production and use of pesticide label QR codes, and in accordance with the relevant provisions of the Regulations on the Control of Agrochemicals and the Measures on the Management of Pesticide Labels and Instructions, it is proposed to revise the generation format for pesticide label QR codes.

November

On November 4, 2025, the Department of Crop Production Management of the MARA issued a letter soliciting opinions on the regulations for the registration management of pesticides intended for overseas use only. The aim is to further standardize the management of pesticide exports.

December​​

On December 5, 2025, the Department of Crop Production of the MARA issued a notice soliciting opinions on revising the Rules for Reviewing Pesticide Registration Tests institution and the Good Manufacturing Practice for Pesticide Registration Tests. The goal was to implement the newly amended Measures on the Management of Pesticide Registration Tests and further refine the management system of pesticide registration tests.

On December 12, 2025, in order to implement the newly amended regulations on pesticide management and further refine pesticide production management, the Department of Crop Production Management of the MARA issued a notice soliciting opinions on revising the Detailed Rules for Review of Pesticide Production Licenses and the List of Restricted Pesticides.
