Brazil’s National Chemical Bill Approved by the Chamber of Deputies

On May 9, 2023, the Constitution, Justice and Citizenship Committee (CCJC) of Brazil approved the bill (PL 6120/2019). The bill now has been sent to the Federal Senate for further consideration. If PL 6120/2019 is finally adopted, Brazil will become the third country in Latin America, following Chile and Colombia, to adopt a national inventory of chemicals.

Background

In 2019, PL 6120/2019 was submitted to establish a national inventory of chemicals and collect information on chemicals manufactured in or imported to Brazil. However, substantial progress was not made. Currently, the bill has been transferred to the Federal Senate for further approval. If the bill successfully passes and becomes a law, Brazil will adopt a national chemical inventory system that covers the official assessment of substance risks, the publication of authorized substance lists, and the clarification of enforcement agencies. Two amendments were made to the bill by the Chamber of Deputies, but they did not affect the main contents of the bill. The bill will be further reviewed by the Senate’s environment committee (CMA) and the Committee in Social Affairs (CAS). It is estimated that the bill would win final approval by the end of this year.
