On April 16, 2026, China's Ministry of Emergency Management and nine other departments jointly issued Announcement No. 3 of 2026. In accordance with the relevant provisions of the Regulations on the Safety Management of Hazardous Chemicals, it was decided to include five chemicals into the Inventory of Hazardous Chemicals (2015 Edition). The Ministry of Emergency Management will accordingly supplement and improve the Classification Information Table for Hazardous Chemicals.
The information on the five chemicals newly added to the Inventory of Hazardous Chemicals (2015 Edition) is as follows:

Definition of Hazardous Chemicals
Hazardous chemicals refer to highly toxic chemicals and other chemicals that are toxic, corrosive, explosive, flammable, oxidizing, etc., and pose hazards to human health, facilities, and the environment.
Effective Date
This announcement takes effect immediately upon publication. According to the Regulations on the Safety Management of Hazardous Chemicals (State Council Decree No. 591), enterprises that produce, store, use, operate, or transport hazardous chemicals must comply with relevant requirements such as hazardous chemical registration and license application.
