Another New Cosmetic Ingredient Successfully Filed in China with the Assistance of CIRS Group

Since the publication of the Cosmetics Supervision and Administration Regulations (CSAR, State Order No. 727) on June 29, 2020, a series of supporting regulations have also been introduced. Included among all the supporting regulations are those relating to the registration and filing of new cosmetic ingredients in China, namely the:

• Measures for the Administration of Cosmetic Registration and Filing;
• Provisions on the Administration of New Cosmetic Ingredients Registration (hereafter the Provisions); and
• Filing Data and Technical Guidelines for Cosmetics Safety Assessment.

The Provisions, implemented on May 1, 2021, clearly regulated that the registration and filing of new cosmetic ingredients must be applied via the cosmetics declaration and review system under the NMPA's official website.

Since the implementation of the CSAR, as of November 22, 2023, a total of 101 new cosmetic ingredients have been filed. On November 23, 2023, CIRS Group once again assisted an enterprise in successfully obtaining a NMPA number for new cosmetic ingredient. According to the official website data, 54 new cosmetic ingredients have been filed in 2023. Among them, 41 are domestic new cosmetic ingredients (see Table 1 for detailed information), and 13 are imported new cosmetic ingredients (see Table 2 for detailed information).
