On February 26, 2026, Japan’s Consumer Affairs Agency (CAA) published voluntary guidelines for front-of-pack nutrition labelling on processed foods. The guidelines took effect upon publication. Their purpose is to help consumers quickly access nutritional information and make healthier dietary choices. It applies to food-related businesses producing processed foods for general consumption in Japan.

Details of the Update
The guidelines require a standardized front-of-pack display format for key nutritional value, including the following key nutrients:
- energy
- protein
- fat
- carbohydrates
- salt equivalent
- presented per serving
In addition to absolute values, the display must show the percentage of daily reference intake values based on the Japanese Dietary Reference Intakes (2025 edition) for adults.
The guidelines apply only to processed foods with clearly defined single serving sizes. They do not apply to infant formula, foods for special medical purposes, or alcoholic beverages.
Labeling and Presentation Requirements
According to the guidelines, the front-of-pack nutrition display must follow a standardized format, including:
- using uniform font size and color for all listed nutrients
- the values displayed on the front of the package must be consistent with those in the mandatory nutrition facts table
- where there are differences between the state of the product at sale and at consumption, clear preparation instructions must be provided to avoid confusion.
It should be emphasized that the mandatory nutrition facts table remains required. The front-of-pack labeling serves as supplementary information rather than a replacement.
CIRS Summary
This framework is a voluntary guideline rather than a mandatory legal standard, aiming to improve the consistency and clarity of nutrition labeling on food packaging. Relevant companies are advised to review their existing packaging and nutrition labeling management systems and assess whether to adopt this voluntary front-of-pack labeling. Key considerations include verifying consistency between front-of-pack and Nutrition Facts data, and ensuring the accuracy of serving size declarations.
