On January 12, 2026, the Ministry of Food and Drug Safety (MFDS) of South Korea announced a draft amendment to the Regulations on Safety Standards etc. for Cosmetic. Key revisions include the regulation of the hair dye ingredient list, the addition of a new UV filter, and the update of multiple safety test methods. The public consultation period for this draft amendment will remain open until February 6, 2026.
Key Revisions
1. Regulation of Hair Dye Ingredient List: Revision of prohibited and restricted hair dye ingredients in cosmetics (refer to Appendices 1 and 2 of the draft amendment).
2. Addition of a New UV Filter: Addition of the UV filter Phenylene Bis-Diphenyltriazine (CAS No. 55514-22-2) to the list of restricted ingredients, with a maximum permitted concentration of 5%.
3. Update of Multiple Test Methods: Revision of test methods for dioxane, formaldehyde, and free alkali (refer to Appendix 4 of the draft amendment).
