China Ministry of Agriculture and Rural Affairs Released the Format and Generation Requirements for QR Codes on Pesticide Labels

On August 12, 2026, China Ministry of Agriculture and Rural Affairs released the format and generation requirements for QR codes on pesticide labels (Announcement No. 1049 of the Ministry of Agriculture and Rural Affairs). Details of the Announcement are as follows:

To further standardize the generation and application of Quick Response (QR) codes on pesticide labels, and in accordance with the relevant provisions and requirements of the Regulations on Pesticide Administration and the Measures for the Administration of Pesticide Labels and Instruction Leaflets, relevant matters concerning the format and generation requirements for QR codes on pesticide labels are hereby announced as follows:

I. The code symbology of the QR code on pesticide labels shall adopt either the QR Code or Data Matrix (DM) Code.

II. The content of the QR code shall consist of a traceability URL, a unit identification code, etc. Scanning the QR code shall enable the identification and display of information such as the name of the pesticide and the name of the pesticide registration holder. Where the label of a pesticide formulation does not indicate the information of the technical material (or technical concentrate) used, scanning the QR code shall also enable the identification and display of the registration number and the name of the manufacturing enterprise of the technical material (or technical concentrate).

III. The unit identification code shall consist of at least 32 Arabic numerals:

The 1st digit represents the pesticide registration category code of the product, where "1" represents a registration category code of PD, and "2" represents a registration category code of WP;

The 2nd to 7th digits are the last six digits of the pesticide registration number for the product. If the registration number has fewer than six digits, it can be queried on the China Pesticide Information Network (www.chinapesticide.org.cn); The 8th digit represents the manufacturing type, where "1" represents production by the pesticide registration holder, "2" represents commissioned processing (toll manufacturing), and "3" represents commissioned repackaging; The 9th to 11th digits represent the product specification code, which is independently compiled by the enterprise;

Digits from the 12th position onward may be independently defined and used by the enterprise.

IV. The QR code on the label shall be unique, with one label QR code corresponding to one single sales packaging unit.

V. Pesticide manufacturing enterprises and enterprises exporting pesticides to China shall be responsible for implementing traceability requirements. They may independently establish or commission other institutions to establish a pesticide product traceability system, generate, mark, and manage the QR codes on pesticide labels, and ensure that information such as the manufacturing date, production batch, and quality inspection of the product can be queried through the traceability URL. The manufacturing date displayed on the traceability webpage shall be consistent with that indicated on the pesticide product label and instruction leaflet. The traceability query webpage shall have strong compatibility and be accessible on both personal computers and mobile devices.

VI. Effective from November 1, 2026, pesticide product labels shall be marked with QR codes complying with the provisions of this Announcement. Announcement No. 2579 of the Ministry of Agriculture, issued on September 5, 2017, shall be simultaneously repealed.
