Definition of Cosmetics

Any substance or preparation intend to come into external contact with the human body, such as the skin, hair, nails, lips, or oral cavity (including gums, teeth, and tongue) for the purpose of:

  • Cleaning;
  • Perfuming;
  • Changing appearance;
  • Improving body odor;
  • Protecting; and 
  • Maintaining in good condition.

Cosmetics do not include:

  • Products for therapeutic purposes such as acne treatment creams;
  • Oral products such as tablets, capsules or beverages; and
  • Injections and eye drops.

Compliance Requirements

Cosmetics supplied in Singapore must comply with the requirements of the Health Products Act and its Health Products (Cosmetics - ASEAN Cosmetics Directive) Regulations 2007. The regulations align with the ASEAN Cosmetic Directive (ACD), which adopts similar regulatory principles and requirements similar to the European Union (EU) Cosmetics Regulations. Products need to be notified to the Health Sciences Authority (HSA) prior to marketing and the application completed through the online system PRISM (https://goo.gl/dErV2c). Companies are required to register for the Client Registration and Identification Services (CRIS) to access the PRISM system. Marketing activities can only commence after receiving confirmation from HSA.

Note: Since the product has not been officially evaluated, the declaration confirmation letter does not serve as evidence of product safety or official approval.

  • Validity Period of the Declaration Confirmation Letter: 1 year.
  • If the same product has been declared by company A, company B still needs to complete the declaration before importing.
  • For products with multiple shades/scents, each shade/scent must be declared individually.

Products Exempted from Declaration

  • Provided only as samples in connection with any advertising, sponsorship or promotional activity.
  • Used only for testing or trials related to the research or development of the product.
  • Manufactured by or according to the specifications of a practicing physician and supplied solely for use by patients under their care.
  • Products with identical formulations but in different packaging sizes.

Note: The above products are still required to comply with other relevant requirements, such as labeling, ingredients, and adverse reaction reporting.

Responsibilities of Cosmetic Seller

  • Responsible for the safety and quality of the products
  • Products must not contain prohibited substances and comply with the requirements of restricted substance limits.
  • Maintain supply records of cosmetic products for 2 years
  • Submit product safety and technical information as required where necessary
  • Responsible for post-market monitoring of adverse reactions reporting, and product recalls.
