On June 19, 2025, the Ministry of Food and Drug Safety (MFDS) of South Korea issued Announcement No. 2025-258, proposing an amendment to the Enforcement Decree of the Cosmetics Act and opened it for public consultation. The deadline for submitting comments is July 30, 2025.
Proposed Key Amendments
(1) Disclosure of Risk Information Related to Directly Purchased Overseas Cosmetics (Overseas Direct Purchase Cosmetics): The Ministry of Food and Drug Safety (MFDS) may disclose relevant risk information such as product names, countries of manufacture, and product images of overseas direct purchase cosmetics on its official website.
(2) Inspection Methods for Overseas Direct Purchase Cosmetics: Products are subject to label verification, as well as testing for physicochemical properties and microbiological parameters.
(3) Survey Items for Overseas Direct Purchase Cosmetics: The survey will cover demographic characteristics of purchasers such as gender and age; types of cosmetics purchased, purchase frequency, and purchase motivations; and information on cosmetic usage, including amount used, frequency of use, and duration of use.
