Taiwan Updates the List of Ingredients Restricted in Cosmetic Products

On November 6, 2025, Taiwan's Food and Drug Administration (TFDA) released the updated list of restricted cosmetic ingredients.

The key revisions are as follows:

  • Deletion of One Ingredient: The use of boric acid in cosmetics is completely banned. Boric acid and its salts, previously listed as restricted ingredients, have been removed from the list of restricted substances.
  • Addition of 34 Ingredients: The total number of restricted ingredients has increased from 186 to 219, with 34 new substances added to the list of restricted cosmetic ingredients.
  • Revision of 74 Entries: A total of 74 entries have been revised in the updated list of restricted cosmetic ingredients.

On November 11, 2025, Taiwan submitted the notification G/TBT/N/TPKM/559/Add.1 (the addendum) to the World Trade Organization (WTO), revising the “List of Ingredients Restricted in Cosmetic Products”. The revised provisions will take effect on October 1, 2027.

Previously, on April 7, 2025, Taiwan had submitted notification G/TBT/N/TPKM/559. Compared to the previously submitted draft, the final version introduced the following updates:
