Definition of Cosmetics
Substances orpreparations intended to be applied tovarious external parts of the human bodyepidermis, hair system, nails, lips, andexternal genital organs) or to the teeth andoral mucosa, with the exclusive or primarypurpose of cleansing, perfuming, alteringthe appearance of the applied area, and/orcorrecting body odor, and/or protecting ormaintaining the applied area in goodcondition.
Cosmetic Classification
Includes 20 major categories (in accordance with the ASEAN Cosmetic Directiverequirements). Except for the categories listed below, if a product meets the definition of cosmetics, it can beregistered under "Others" (with specific details provided, if applicable) during product notification.
1. Creams, Lotions, Emulsions, Gels, and Oils (for skin areas such as hands, face, and feet)
2. Face Masks (excluding chemical exfoliation products)
3. Makeup Primers and Foundations (liquid, cream, powder)
4. Cosmetic Powders, Body Powders, and Cleansing Powders
5. Soaps, Deodorant Soaps, etc.
6. Perfumes, Floral Waters, and Colognes
7. Bath and Shower Products (bath salts, foams, bath oils, shower gels, etc.)
8. Depilatories
9. Deodorants and Antiperspirants

Compliance Requirements
Cosmetic products are regulated under Circular No. 06/2011/TT-BYT and Circular No29/2020/TT-BYT issued by the Vietnam Ministry of Health regarding cosmetic management. Before being marketedand sold in Vietnam, cosmetics must obtain a Cosmetic Product Notification Certificate with a notification receiptnumber, issued by the Drug Administration of Vietnam (DAV), a subordinate agency of the Ministry of Health
Applicant Entity
Local Vietnamese cosmetic companies (manufacturers, importers, or brand owners) must hold abusiness registration certificate (ie, a legally qualified sole proprietorship, organization, or enterprise) with cosmeticsncluded in their business scope.
Validity of Notification
The Cosmetic Product Notification Number is valid for five years. Before its expiration, ifcompanies wish to continue selling the product in the market, they must reapply and pay the required fees to ensurethe product remains legally available for sale.
Notification Processing Time
The processing time for cosmetic product notification typically ranges from 1 to 3 months.
Cosmetic Product Notification Process
Note: If there are any changes in the product name, formula (ingredients), shade number, notifier, product typeintended use, manufacturer or packer (name/address), or if the company changes due to the transfer ofdistribution rights, a new notification must be submitted.
If there are any changes in the product packaging style, size, or material, company name or address (withouttransfer of distribution rights), country of import, or company contact person, the notification details must beupdated.
Requirements for the Product Information File (PIF/DIP)
After completing the cosmetic registration in Vietnam, the Ministry of Health wil issue a Cosmetic NotificationReceipt for each product. If the cosmetic product is intended for distribution in Vietnam, a Product InformationFile (PIF) must be prepared for each product. The PIF must be submitted upon inspection by the competentauthority, especially the first part, while the remaining sections can be provided within two months.
The PIF consists of the following four main sections:1 Administrative documents and product description summary2 Quality and safety data of cosmetic ingredients
(3 Quality and safety data of the finished product4 Safety and efficacy data of the product

Cosmetic Labeling Requirements
Labeling requirements as per Circular No. 06/2011/TT-BYT stipulate that labels must be in English or Vietnamese, with certain information required to be in Vietnamese. The mandatory labeling content includes:
- Product Name
- IngredientsBatch Number / Manufacturing Code & Expiry Date (with additional stability information if necessary)
- Size, Contents, or Net Weight
- Countryof Origin
- Distributor's Name &Address (Vietnamese required)
- Directions for Use (Vietnamese required)
- Product Function
- Warnings / Precautions (Vietnamese required)
