Summary of Latest Implementing Measures for “One Enterprise, One Product, One Code” Rules in Different Provinces

On January 5, 2022, the Work Safety Committee of the State Council issued the National Plan for Centralized Management of Safety Risks of Hazardous Chemicals, aiming to promote the use of the new registration system for hazardous chemicals as well as the application of the “One Enterprise, One Product, One Code” Rules. Since Guangdong Province took the lead in conducting “One Enterprise, One Product, One Code” Rules, other provinces and cities in China successively followed up soon after. CIRS has summarized the latest information on the implementation of “One Enterprise, One Product, One Code” rules in different provinces and cities as of September for your reference.

Guangdong Province

In June 2021, the Ministry of Emergency Management and Ecology set Guangdong Province as the pilot province to use the new registration system for hazardous chemicals and implement “One Enterprise, One Product, One Code” rules, under which hazardous chemicals that do not have the “QR Code” as required shall not be transported from the factory (warehouse).

Jiangsu Province

According to the Implementation Plan for Centralized Management of Safety Risks of Hazardous Chemicals released by Jiangsu Province, enterprises manufacturing hazardous chemicals shall submit the safety qualification information of safe management professionals and operators with higher security risks via the integrated service system for the registration of hazardous chemicals by the end of August. Information shall be reviewed and recorded by the corresponding districts or cities. Enterprises manufacturing and importing hazardous chemicals shall update “the SDS and the Label” in a timely manner and generate a unique QR code for their products via the new registration management system for hazardous chemicals.

In accordance with the Notice on Implementation “One Enterprise, One Product, One Code” rules for Hazardous Chemicals, the Bureau of Emergency Management of Wuzhong District and Wujiang District in Suzhou made law enforcement inspections on enterprises involving hazardous chemicals within their jurisdiction between July and August. The Bureau of Emergency Management at the district level will continue to urge related enterprise to follow the requirements of “One Enterprise, One Product, One Code” rules, for instance, generating a unique QR code and pasting it on the outer/ inner packaging of the chemical products.

Fuzhou

Fuzhou released the Implementation Plan for Comprehensive Safety Management of Hazardous Chemicals in which the schedule for governing the risks of hazardous chemicals is given. It is expected that by October 2022, the online "One Enterprise, One File" for hazardous chemical enterprises will be established with the support of the Department of Emergency Management of Fujian Province. Since China is  upgrading the National Registration Center of Chemicals, Fuzhou will promote the implementation of “One Enterprise, One Product, One Code” rule to better support supervision of chemicals in full life cycle.

Shandong Province

It is imperative for enterprises that manufacture and import hazardous chemicals in Shandong Province to verify, update and supplement registration information via the integrated service system for registration of hazardous chemicals before September 30. The safety information code of each category of hazardous chemical will be automatically generated if an approval is granted. In addition, enterprises manufacturing or importing hazardous chemicals shall print or post the safety information code on the packaging (or outer packaging) of hazardous chemicals, or on the blanks of labels before October 30, to facilitate access to safety information on chemicals. 

Zhejiang Province

The Implementation Plan for Centralized Management of Safety Risks of Hazardous Chemicals, which was released by Zhejiang Province in February 2022, proposed to gradually promote the application from the pilots to chemical industrial parks and enterprises in the province. Every hazardous chemical product shall obey the “One Enterprise, One Product, One Code” management rules, namely enterprises shall print, paste or hang the security information code on their product packaging. The inspection and acceptance period is from December 1, 2022 to January 31, 2023.

In June 2022, the Emergency Management Bureau of Yuhang District, Hangzhou released the Implementation Plan for the Centralized Management on Safety Risks of Hazardous Chemicals. Four enterprises in Yuhang District, being the regulatory focus, made positive responses. They applied for the safety information code immediately and paste it on the outer packaging of hazardous chemical products. The implementation of the “One Enterprise, One Product, One Code” rule provides supports for information transmission and the targeted supervision of the entire life cycle of hazardous chemicals.

Beijing

The Beijing Emergency Management Bureau has promoted the application of the integrated service system for the registration of hazardous chemicals in Beijing from March to June 2022. To ensure the authenticity and accuracy of information registered by enterprises and standardize the registration process, Beijing Emergency Management Bureau conducted research and inspection on enterprises involving importing and registration of hazardous chemicals both online and offline. It also provided on-site guidance to enterprises that encountered problems in the registration process and requested enterprises that did not pass review to rectification immediately.

The Beijing Emergency Management Bureau will strengthen its force on the application of the integrated service system for the registration of hazardous chemicals, and complete the “One Enterprise, One Product, One Code” management as schedules.

Hebei Province

According to the Implementation Plan for Centralized Management of Safety Risks of Hazardous Chemicals issued by Hebei Province, the Hebei Emergency Management Bureau plans to achieve complete construction of the digital dual prevention mechanism for enterprises with major hazardous sources by the end of 2022. Through this mechanism, Hebei Province will gradually realize the “SDS and Label”, the “One Enterprise, One Product, One Code” management rules.

Sichuan Province

According to the Work Plan for the Centralized Management of Safety Risks of Hazardous Chemicals released by Sichuan Province, Sichuan province plans to conduct chemical safety risk management work throughout the province in one year. Under the guidance of the Work Plan, Sichuan Province intends to establish and upgrade the information supervision platform for hazardous chemicals and a risk monitoring and early warning system for hazardous chemicals. Pilots of “Industrial Internet + Safe Production of Hazardous Chemicals” and application demonstration units are to be established. The “One Enterprise, One Product, One Code” management rule will be implemented to effectively convey information and precisely supervise the hazardous chemicals in full life cycle. Specific guidance documents have not yet been released.
