Analysis Report on the Filing Status of New Cosmetic Ingredients in China – July 2026

At a Glance: In July 2026, 18 new cosmetic ingredients were filed with China's NMPA, marking a 64% year-on-year increase and bringing the year-to-date total to 134. Domestic Chinese entities filed 15 of these ingredients—led by Shanghai, Zhejiang, and Guangdong—while overseas companies in Malaysia and the United States filed the remaining three.

The following report mainly covers the number of new ingredient filings during the month, the basic profile and regional distribution of the notifiers, ingredients filed multiple times, and ingredient interpretation, striving to provide the industry with valuable data support and information.

I. Number of New Cosmetic Ingredient Filings in China in July 2026

According to queries of the National Medical Products Administration (NMPA), a total of 18 new cosmetic ingredients completed filing in July 2026. The relevant technical requirements have not yet been disclosed, and none has entered the monitoring period. Details are shown in Table 1 below. Compared with the same period last year (11 filings in July 2025), the filing volume increased by approximately 64% year-on-year. As of the end of July 2026, a cumulative total of 134 new cosmetic ingredients had been filed in 2026, and the pace of filing continues to accelerate.

II. Overview of Enterprises Filing for New Cosmetic Ingredients

(I) Domestic and Overseas Distribution of Enterprises Filing for New Ingredients

As shown in Figure 1, among the 18 new cosmetic ingredients that obtained filing numbers in July 2026, the filers of 15 ingredients are located in mainland China, accounting for about 83.3%; the filers of 3 ingredients are located overseas, accounting for about 16.7%. The number of domestic notifiers far exceeds that of overseas notifiers.

According to the analysis of the filing data, the 15 filed new cosmetic ingredients were filed by 14 domestic companies. Among them, Shanghai Zhongyi Daily Chemical Co., Ltd. filed 2 new ingredients, as shown in Table 2 below; the remaining 13 companies each filed 1.

The notifiers of 3 new cosmetic ingredients are located in overseas countries and regions, involving a total of 2 overseas companies, as shown in Table 3 below.

III. Distribution of Enterprises Filing for New Cosmetic Ingredients by Province/Region

(I) Domestic Enterprises

According to the analysis of the filing data, 15 new ingredients were filed by companies in mainland China, involving 14 companies distributed across six provinces and regions, namely Shanghai, Zhejiang, Guangdong, Beijing, Hainan and Yunnan. As shown in Figure 2, among all the provinces where domestic notifiers are located, Shanghai, Zhejiang and Guangdong obtained the largest number of new ingredient filing numbers, with 4 each, together accounting for 80% of the total new ingredient filings by domestic notifier companies in July 2026.

(II) Enterprise Outside Chinese Mainland

As shown in Figure 3, 3 new ingredients were filed by overseas companies, and the 2 overseas filers involved are from Malaysia and the United States. Among them, the US company obtained 2 filing numbers, while the Malaysian company obtained 1.

IV. Frequently Filed New Cosmetic Ingredients

According to statistics, as shown in Table 4, of the 18 new ingredients that obtained filing numbers mentioned above, 3 ingredients had previous filing records.

V. Interpretation of Selected Ingredients

According to queries, Clinacanthus nutans is a herbaceous plant of the genus Clinacanthus in the family Acanthaceae. Clinacanthus nutans is native to China and is distributed in Yunnan, Guangxi, Guangdong, Hainan and other areas; it is also distributed in the Malay Peninsula, Java and Kalimantan. According to the Guangxi Flora, Clinacanthus nutans can "regulate menstruation, remove blood stasis, reduce swelling, relieve pain, and treat traumatic fractures, anemia, jaundice and rheumatism." It contains substances such as flavone C-glycosides, lupeol and glycoproteins, and has a relatively high efficacy against cancer.

Oryza sativa subsp. indica (indica rice) is a subspecies of cultivated rice; it is relatively heat-tolerant and strong-light-tolerant, and weak in cold tolerance. It is mainly distributed in China and in the countries of South Asia and Southeast Asia, as well as in tropical Africa. In China, it is mainly distributed in the areas south of the Huai River and the Qinling Mountains and in the low-altitude areas of the Yunnan-Guizhou Plateau.

Malus micromalus is a plant of the class Magnoliopsida, family Rosaceae and genus Malus; it is a small tree and an endemic plant of China, mainly distributed in Liaoning, Shandong, Shanxi, Hebei, Shaanxi, Yunnan, Gansu and other regions of China. Owing to its beautiful flowers and graceful tree form, Malus micromalus is frequently used in the greening of gardens, residential areas, plazas and other sites. The fruit of Malus micromalus is sweet and sour and tasty, and can be eaten directly or after processing.

3'-Sialyllactose (3'-SL) is a natural functional trisaccharide formed by the linkage of sialic acid and lactose via an α-2,3 glycosidic bond; it is widely present in breast milk and is one of the human milk oligosaccharides (HMOs). On May 27, 2026, the National Health Commission of the People's Republic of China issued Announcement No. 5 of 2026; the 3'-sialyllactose sodium salt independently developed by Bloomage Biotech passed the "three new foods" safety assessment and was successfully approved as a new food additive.
