China NIDC Released the Guiding Principles for the Determination of New Cosmetic Ingredients in China for Public Comment

On October 8, 2026, China’s National Institutes for Drug Control (NIDC) released the Guiding Principles for the Determination of New Cosmetic Ingredients (for Trial Implementation) (Draft for Comments) and is now seeking public comments. The deadline for comments is October 25, 2026.

Evaluating new ingredients is essential for driving cosmetics innovation while maintaining safety standards. These draft principles establish a standardized framework to help registrants and filers conduct scientific research tailored to each ingredient’s unique characteristics.

Scope of Application

These guidelines apply to the evaluation and supporting research of all new cosmetic ingredients. Registrants and filers must follow these principles alongside existing regulations and technical standards. If an ingredient falls under additional technical guidelines, those relevant requirements must also be met.

The guiding principles clarify the overall determination approach for new cosmetic ingredients, delineating the boundaries for the recognition of new ingredients in terms of the substance basis, intended use, and safety risks, and provide technical guidance for enterprises to carry out the R&D and submission of new ingredients. Relevant cosmetics companies are advised to review their ingredients under development in light of the requirements of the guiding principles, assess the submission pathway in advance, and make early compliance planning.
