In June 2025, China’s National Medical Products Administration (NMPA) established a dynamic adjustment mechanism for the Inventory of Existing Cosmetic Ingredients in China (IECIC), dividing it into List I and List II for management.
On August 19, 2026, China's National Medical Products Administration (NMPA) conducted the fifth dynamic adjustment of the IECIC. The three-year safety monitoring period for four new cosmetic ingredients — CETYL DIGLYCERYL TRIS(TRIMETHYLSILOXY)SILYLETHYL DIMETHICONE, NICOTINAMIDE MONONUCLEOTIDE, BAKUCHIOL and AZELAMIDOPROPYL DIMETHYL AMINE— has expired, and they have been incorporated into IECIC II.
The following content provides a detailed review of these five adjustments up to now, aiming to help enterprises better understand and comply with the latest cosmetic ingredient regulatory requirements.
First Adjustment (June 24, 2025)
Official Notice
According to the "the Cosmetics Supervision and Administration Regulations", cosmetic new ingredients that have been registered or filed and have completed a 3-year safety monitoring period without any safety issues are included in the "Inventory". To facilitate the management of existing cosmetic ingredients, the NMPA divides the "Inventory" into List I and List II.
- Partial modifications and improvements were made to the "Inventory" published by the NMPA in 2021, managed as IECIC I.
- Cosmetic new ingredients that have completed the safety monitoring period are included in IECIC II.
Specific Adjustments
IECIC II: N-Acetylneuraminic Acid and β-Alanyl Hydroxyprolyl Diaminobutyric Acid Benzylamide have completed the 3-year safety monitoring period and, upon evaluation, the NMPA has included these two ingredients in IECIC II.
IECIC I:
- The item "Maximum Historical Usage Level" is no longer retained.
- The Chinese or INCI/English names of ingredients with serial numbers 01371, 01372, etc., have been standardized. For example, the Chinese name for "滨海剌芹(ERYNGIUM MARITIMUM)提取物" was corrected to "滨海刺芹(ERYNGIUM MARITIMUM)提取物," and "LOPHATHERUM GRACILE LEAF POWER" was corrected to "LOPHATHERUM GRACILE LEAF POWDER."
- According to the "Safety and Technical Standards for Cosmetics", the remarks for ingredients with serial numbers 04696, 08970, etc., were adjusted. For instance, for ingredient 04696 Myroxylon Pereirae Oil, the remark "Prohibited Component in the Safety and Technical Standards for Cosmetics" was removed.
Second Adjustment (October 20, 2025)
Specific Adjustments
IECIC II: Lauryl Alanine, Polymethylsilsesquioxane/Trimethylsiloxy Silicate, and Bis-Cetyl/Stearyl Amodimethicone have completed the 3-year safety monitoring period and, upon evaluation, have been included in IECIC II.
IECIC I: The Chinese or INCI/English names of 52 ingredients were standardized. Also, for ingredients like Dimethyl MEA and Polyquaternium-15, the remark "Use according to the Safety and Technical Standards for cosmetics" was added.
Additionally, a "Revision Suggestions" feature was added to the "Inventory" query page to facilitate industry and public feedback.
Third Adjustment (January 4, 2026)
Specific Adjustments
IECIC I:
- Three ingredients, Black Ginseng Extract, Zinc Hydrolyzed Hyaluronic Acid, and Galactomannan, which were previously managed as used ingredients and had their new cosmetic ingredient filings canceled, have been reviewed and included in IECIC I, with clear remarks added for these ingredients.
- The Chinese or INCI/English names of relevant ingredients were standardized, and remarks were modified. For example, for Guar Gum (CYAMOPSIS TETRAGONOLOBA), the remark "includes Galactomannan (D-GALACTO-D-MANNAN/GALACTOMANNAN)" was added. The Chinese name for "人参皂甙" was corrected to "人参皂苷" (Ginsenoside), and its former name was added.
Fourth Adjustment (April 13, 2026)
Specific Adjustments
IECIC I: The Chinese or INCI/English names of 49 ingredients in IECIC I were standardized. For example,the Chinese name for “出芽短梗酶多糖” has been adjusted to “出芽短梗霉多糖”.
IECIC II: The new cosmetic ingredient Saussurea Involucrata Callus Powder has completed the 3-year safety monitoring period and, upon evaluation, has been included in IECIC II.
Fifth Adjustment (August 19, 2026)
Specific Adjustments
IECIC II: On August 19, 2026,China's National Medical Products Administration (NMPA) conducted the fifth dynamic adjustment of the IECIC.
