Shanghai Customs and Shanghai MPA Jointly Announce Pilot Program for Electronic Labeling of Imported Cosmetics

On May 8, 2026, Shanghai Customs and the Shanghai Medical Products Administration (MPA) jointly issued an announcement specifying the implementation requirements for the pilot program on electronic labeling of imported cosmetics in Shanghai. The first batch of the pilot program will be conducted in Pudong New Area. Pilot enterprises must declare through the China (Shanghai) International Trade Single Window to designated customs offices, with "electronic labeling pilot" indicated on the customs declaration form. Label verification for pilot products will focus on the visible content of Chinese labels, without duplicating the verification of electronic label QR code information. The announcement takes effect on May 11, 2026.

Main Contents

I. Scope of the Pilot Program

Pilot enterprises and pilot products are selected and confirmed by the Shanghai MPA in accordance with the relevant documents issued by the NMPA and the Shanghai MPA. The first batch of the pilot program is conducted in Pudong New Area, Shanghai. Pilot enterprises must be registered in Pudong New Area, and pilot products must be imported through ports located within Pudong New Area.

II. Declaration Requirements for Pilot Products

Pilot enterprises shall file declarations through the China (Shanghai) International Trade Single Window to the designated customs offices under Shanghai Customs, including Pudong International Airport Customs, Pudong Customs, Waigaoqiao Port Customs, Yangshan Customs, and Waigaoqiao Free Trade Zone Customs. The declared destination shall be within the jurisdictions of the above customs offices.

Pilot products shall be declared for import under "general trade" (code 0110) or "other import and export free of charge" (code 3339). At the time of import declaration, "electronic labeling pilot" shall be indicated in the "inspection and quarantine specifications" field, and "G + item number + electronic labeling pilot" shall be indicated in the "remarks" field as applicable.

During the import declaration process, Shanghai Customs will automatically compare the declared content of imported cosmetics marked with "electronic labeling pilot" against the electronic data of pilot products provided by the Shanghai MPA.

III. Label Inspection and Supervision Requirements

The Shanghai MPA organizes and advances the pilot program and provides pilot product electronic data to Shanghai Customs. Shanghai Customs shall verify the labels of pilot products in accordance with the law and adjust verification content in a timely manner based on the progress of the pilot and any changes to the electronic data.

Customs verification will cover: whether the Chinese product name, special cosmetic registration certificate number, net content, usage period, and children's cosmetic mark displayed on the visible surface of the product sales packaging are consistent with the declared content; and whether the name of the registrant or filer and safety warning statements have been labeled. Electronic label QR code information will not be subject to duplicate verification.

Relevant district-level market supervision bureaus are responsible for the daily supervision of pilot enterprises and pilot products. Enterprises that fail to carry out the pilot program as required shall be handled in accordance with the relevant provisions of the NMPA.

IV. Coordinated Supervision Requirements

Shanghai Customs and the Shanghai MPA have established a communication and coordination mechanism to strengthen coordinated efforts in the pilot program, jointly advance the implementation and supervision of the pilot, and safeguard public cosmetic safety.
