According to Provisions for the Management of Cosmetics Registration and Filing Data, ingredient supplier information and quality/safety information of cosmetic ingredients should be provided as a part of the registration and filing of cosmetic goods. Once manufacturers of cosmetic ingredients have reported the quality and safety information for their ingredients — in accordance with the Guidelines for Reporting Quality and Safety Information of Cosmetic Ingredients  — they may then supply their codes to the cosmetic registrants/filers or domestic responsible persons in China. This responsible person/registrant can then utilize the manufacturer’s safety code(s) to link the existing quality and safety information of each ingredient contained within their final formula.

To open user rights to report quality and safety information of cosmetic ingredients through the NMPA service platform, cosmetic ingredient manufacturers can submit the Record Enterprise Information Form of Quality and Safety Information of Cosmetics Raw Materials and documentary evidence.

Foreign or domestic cosmetic ingredients manufacturers can report the quality and safety information for cosmetic ingredients by themselves, or they can authorize a responsible to report the quality and safety information and carry out routine maintenance on their behalf.
