The standard provides a unified technical basis for the formulation of cosmetic industry standards, promoting the standardized, regulated, and high-quality development of the cosmetics industry.

1. What is the background for the development of this standard?

The General Technical Requirements for Cosmetic Product Standards aims to unify the drafting rules, classification requirements, and baseline technical indicators for product standards, standardize and guide the formulation of product standards, and facilitate the regulated, high-quality, and sustainable development of the industry, thereby effectively ensuring consumer safety in the use of cosmetics.

This standard applies to guiding the drafting of cosmetic product-related standards formulated and issued by NMPA.

3. What should be noted when formulating cosmetic product standards?

Cosmetic products encompass a wide variety of categories, with multiple factors such as manufacturing process, product formulation, efficacy category, site of action, and method of use intersecting one another. Therefore, when formulating cosmetic product standards, it is first necessary to clearly define the category classification of products and further set corresponding elements for different product categories.

According to the General Technical Requirements for Cosmetic Product Standards, the formulation of a cosmetic product standard must clearly define the product categories covered by the standard. Standard drafters may define the scope of products applicable to the standard from different dimensions based on the positioning and regulatory objectives of the standard. The textual descriptions used to define categories must have a high degree of distinctiveness, so as to clearly, accurately and prominently distinguish the boundary between products of this category and those of other categories. In the drafting process of a cosmetic product standard, attention should be focused on the scientifically sound setting of key elements and indicators, while avoiding confusion during subsequent implementation caused by blurred product category boundaries.

For example: "rinse-free hair cleansing products" and traditional hair cleansing products differ significantly in terms of method of use and product formulation, resulting in obvious differences in their technical indicator requirements. Therefore, it is necessary to clearly define the two product categories and establish separate product standards for each.

4. What are the general requirements for formulating cosmetic product standards?

Regarding specific technical requirements, the General Technical Requirements for Cosmetic Product Standards provide that cosmetic product standards should set elements including ingredient requirements, technical requirement indicators, testing rules, net content, labeling, period of use, packaging, transportation, and storage. Together, these elements constitute a quality assurance system covering the entire product lifecycle.

The General Technical Requirements for Cosmetic Product Standards will officially take effect on January 1, 2027. Cosmetics companies should follow the requirements of this standard and the NIFDC accompanying Q&A.
