Indonesia BPOM: Announcement on the Draft List of Pharmaceutical Ingredients Permitted in Dental and Oral Care Products

On January 27, 2026, the Indonesian Food and Drug Authority (BPOM) published the draft list of pharmaceutical ingredients used in natural medicines, health supplements, quasi-drugs, and certain cosmetics to implement the regulation on risk assessment for the use of ingredients in these products. The public consultation period ended on February 10, 2026.

Ingredients Listed in the Draft

The ingredients used in cosmetic products for dental and oral care are as follows:

  • Diethylene Glycol Monoethyl Ether
  • Diethylene Glycol Stearate
  • Glycerin
  • Lactitol
  • Maltitol
  • Maltitol Solution
  • Polyethylene Glycol
  • Polyethylene Glycol Monomethyl Ether
  • Propylene Glycol
  • Propylene Glycol Dilaurate
  • Sorbitol
  • Sorbitol Solution
  • Sorbitol-Sorbitan Solution
  • Non-crystalline Sorbitol Solution

Requirements for Pharmaceutical Ingredients in Cosmetics

The 14 ingredients listed above must meet the following criteria:

Pharmaceutical ingredients used in specific cosmetic formulations must comply with the standards and/or quality requirements outlined in the Indonesian Cosmetic Codex (Kodeks Kosmetic Indonesia). If no corresponding standards exist in the Indonesian Cosmetic Codex, the ingredients must comply with other recognized standards and/or quality requirements.
