Indonesia Introduces Cosmetic Testing Parameters for Import Certificate Applications

On December 8, 2025, the Indonesian National Agency of Drug and Food Control (BPOM) issued Regulation No. 627 of 2025, which specifies the required testing parameters to be included in the Certificate of Analysis (CoA) submitted during applications for the Border Import Certificate (Surat Keterangan Impor Border, SKI Border) for cosmetics. This regulation has officially taken into effect on January 8, 2026.

Key Regulatory Requirements

1. CoA is a mandatory document for SKI Border applications. 

Imported cosmetics should obtain a Border Import Certificate (SKI Border), and a compliant Certificate of Analysis (CoA) is one of the essential documents required for the application. The CoA can be issued by the manufacturer, an accredited third-party laboratory, or another industry body whose testing laboratory is accredited. If the CoA is not issued by the manufacturer, the relevant testing must be conducted by an accredited laboratory and must follow the specific testing parameters set by BPOM.

2. Testing parameters include microbiological and heavy metal analysis.

The regulation outlines testing requirements for 20 categories of products in its annex, based on product type, HS code, and whether the product is rinse-off or leave-on. 
For example:

  • Lead (Pb) testing mainly applies to baby products, massage oils, and facial masks, among other products.
  • Mercury (Hg) testing mainly applies to skincare, body care, sunscreen, and whitening products.
  • Most products, especially leave-on products, require microbiological testing.

3. CoA is valid for one year.

The CoA is valid for one year from the date of issuance. For different batches of the same imported product, in addition to submitting a CoA that meets the above testing requirements, supplementary documentation must also be provided for each batch, including at least basic information such as dosage form and sensory characteristics.
