The Department of Chemicals and Petrochemicals (DCPC) of India has officially postponed the implementation dates of three Quality Control Orders (QCOs) for textiles by ten months. This will provide relevant enterprises with more adequate preparation time. The DCPC issued the three announcements on January 5, 2026, in accordance with the Bureau of Indian Standards Act, 2016.
The postponed Quality Control Orders and their dates are as follows:
Goods or Items | Original Implementation Date | New Implementation Date |
Textiles — High Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement | January 6, 2026 | October 6, 2026 |
Textiles — Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging 50 kg Cement | January 6, 2026 | October 6, 2026 |
Textiles — Polypropylene (PP)/ High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution | January 6, 2026 | October 6, 2026 |
The DCPC emphasized that once these QCOs are formally implemented, manufacturers of these chemicals must apply for a license from the Bureau of Indian Standards (BIS) and use the standard mark on their products. It is important to note that these orders do not apply to chemicals intended solely for export. All relevant manufacturers must comply with these new regulations, and any violations will face corresponding legal penalties under the Bureau of Indian Standards Act, 2016 (BIS Act).
This postponement provides relevant export enterprises with a critical preparation period of approximately nine months. Enterprises should promptly understand the certification requirements, procedures, necessary documents, and associated fees, submit their applications as soon as possible, and complete the certification process. Furthermore, enterprises should pay attention to India's continuously expanding QCO coverage, closely monitor other chemicals that may be affected in the future, and enhance long-term competitiveness by improving product quality and optimizing supply chains.
