On July 10, 2025, the European Commission published Commission Implementing Decision (EU) 2025/1175, updating the Glossary of Common Ingredient Names for cosmetics. The revised glossary covers a total of 30,419 entries. At the same time, the new decision repeals the currently applicable Implementing Decision (EU) 2022/677.

This new decision will enter into force on July 30, 2025, and will be fully applicable from July 30, 2026. Between July 30, 2025, and July 29, 2026, the economic operators may use the common ingredient names set out in the Annex to this Decision for the purpose of compliance with the labeling requirements set out in Regulation (EC) No 1223/2009.

On March 13, 2025, the European Union notified the World Trade Organization (WTO) of technical regulation G/TBT/N/EU/1116, proposing an update to the Glossary of Common Ingredient Names under the Cosmetics Regulation (EC) No 1223/2009. The aim of the update is to standardize ingredient labeling.
