On June 4, 2026, China's NMPA released the draft for comments of the mandatory national standard "Specifications for Toothpaste Ingredients" (GB 22115-202X, replacing GB 22115-2008).

On March 30, 2026, China's National Medical Products Administration (NMPA) publicly solicited opinions on two mandatory national standards, including “Instructions for use of consumer interest- Part 3: General labelling for cosmetics” and “General requirements of safety and technical for toothpastes”.

On January 12, 2024, China released the Inventory of Existing Toothpaste Ingredients in China (Industry Association Version). The list, which comprises 1026 ingredients, was compiled by the China Oral Care Industry Association based on the toothpaste ingredients recorded by the Association and with reference to the Inventory of Existing Cosmetic Ingredients in China (2021 Edition).

1. Changes and supplements to the information for the simplified filing of marketed toothpaste products Recently, the toothpaste filing system has been upgraded. Information change for toothpaste products subject to simplified filing is still available in the system. Related enterprises are allowed to supplement and modify the original filing materials separately in the updated system, but cannot directly replace the original filing materials.

To regulate the administration of toothpaste products and safeguard the health of consumers, China's National Medical Products Administration (NMPA) published a notice on fully implementing the requirements of toothpaste administration regulation and simplifying the documents requirements for toothpaste that has already been placed on the market.

On March 23, 2023, China’s State Administration for Market Regulation officially published the Measures for Toothpaste Supervision and Administration. The Measures define toothpaste as a paste-like product that is applied to the surface of human teeth by friction, with the primary purpose of cleaning.

On June 29, 2020, the State Council issued the "Cosmetics Supervision and Administration Regulations"(CSAR) (National Order No. 727), which will take effect on January 1, 2021. Cosmetics Supervision and Administration Regulations will replace the Regulations Concerning the Hygiene Supervision of Cosmetics which have been in force for three decades. This Regulations will be the strictest in the history of Cosmetics in China. The implementation of this Regulations will represent the arrival of cosmetic 2.0 era in China. The half-year transition period requires rapid upgrading and adjustment to meet the requirements of the new regulations and a series of subsequent secondary regulations.
