China Cosmetic Safety Assessment Report

According to the Technical Guidelines for Safety Assessment of Cosmetics 2021, cosmetics registrants and filer should conduct safety assessments by themselves or by entrusting professional institutions. Since 2022, the product safety assessment report must be submitted for cosmetics registration and filing. Before May 1, 2024 May 1, 2025, a simplified version of the product safety assessment report is required.

On April 22, 2024, China’s National Medical Products Administration issued a notice regarding the measures to optimize the management of cosmetic safety assessments. In the notice, NMPA made it clear that cosmetic registrants and filers can still submit a simplified safety assessment report that meets the requirements of the Technical Guidelines for Cosmetic Safety Assessment (2021 Edition) before May 1, 2025.

Qualification of Safety Assessor

  1. Have professional knowledge of cosmetics quality and safety such as medicine, pharmacy, biology, chemistry, or toxicology. Understand the production process and the requirements of quality and safety control for cosmetics or cosmetic ingredients with more than 5 years of relevant professional experience;

  2. Can review and analyze relevant literature information of chemistry and toxicology. Can also analyze, evaluate and interpret relevant data;

  3. Analyze the safety of cosmetic products fairly and objectively and carry out safety assessments based on a comprehensive analysis of all available data and exposure conditions. The assessor must be in charge of the scientific, accuracy, authenticity and reliability of the assessment reports;

  4. Be able to learn about safety assessment by receiving regular and appropriate professional training so as to understand and master new safety assessment theories, techniques and methods and use them in practice.

  5. Safety assessment data shall be kept no less than 10 years after the end of shelf life of the last batch of marketed products. A qualified product safety assessment report is one of mandatory conditions to waive animal testing for ordinary cosmetics.
