On October 15, 2026, China's National Institutes for Drug Control (NIDC) released two draft standards for public comment: Freeze-dried Cosmetic Products and Single-dose Cosmetics. The public comment window is open through November 22, 2026.
These standards aim to establish unified product quality benchmarks, technical requirements, testing methods, and regulatory frameworks across both product categories. Below is a summary of the key highlights prepared by CIRS Group.
Cosmetic Freeze-dried Products
Scope and Application
This document specifies the definitions, requirements, test methods, and inspection rules of freeze-dried cosmetic products, and the requirements for their labeling, packaging, transport, storage and service life.
This standard applies to freeze-dried cosmetic products prepared by vacuum freeze-drying technology and used on human skin after reconstitution (in forms such as powder, pellets, sheets, blocks and flocs), and does not apply to freeze-dried face mask products, nor to freeze-dried raw materials or products for non-cosmetic purposes, so as to clearly define the boundary of application and avoid misuse of the standard.
Alignment with Existing Standards in China
There are currently no existing national or industry standards for freeze-dried cosmetics in China or internationally. To establish a standardized framework, the proposed draft references existing regulations for general parameters:
- pH Value, Microbiological Indicators, and Hazardous Substances (Lead, Arsenic, Mercury, Cadmium): Tested in accordance with the Safety and Technical Standards for Cosmetics.
- Moisture Content: Tested using the vacuum drying method from the Pharmacopoeia of the People’s Republic of China.
- Net Content: Complies with JJF 1070 Rules of Metrological Testing for Net Content of Prepackaged Products.
- Inspection Rules: Follows GB/T 37625 Rules for Inspection of Cosmetics.
For indicators specific to freeze-dried formulations—such as reconstitutability and heat resistance—the drafting committee independently developed new testing methods. These were derived from published group standards, enterprise benchmarks, market surveys, and industry feedback to ensure scientific validity and practical applicability.
Global Context
At present, no relevant standards have been publicly released in overseas markets.
Cosmetics for single use
Scope and Application
This document specifies the terms and definitions, requirements, test methods and inspection rules of single-dose cosmetics, and the requirements for their labeling, packaging, transport, storage and service life.
This standard applies to single-dose cosmetics (skincare products) on the market, and does not apply to single-use trial samples, free gifts and the like, so as to clearly define the boundary of application and avoid misuse of the standard.
Alignment with Existing Standards in China
As with freeze-dried cosmetics, no dedicated domestic or international standards currently exist for single-dose products. The draft aligns general testing requirements with established frameworks:
- pH Value, Microbiological Indicators, and Hazardous Substances: Tested under the Safety and Technical Standards for Cosmetics.
- Net Content: Complies with JJF 1070 Rules of Metrological Test for Net Content of Prepackaged Products.
- Inspection Rules: Follows GB/T 37625 Rules for Inspection of Cosmetics.
Specific technical indicators unique to single-dose packaging—such as cold resistance and heat resistance—were independently developed by the drafting team based on production characteristics, industry feedback, and quality control requirements.
Global Context
At present, no relevant standards have been publicly released in overseas markets.
CIRS Reminder
Both standards are the first of their kind in China, with no corresponding current national or industry standards at home or abroad, and will fill the gap in dedicated standards for freeze-dried and single-dose cosmetics. Companies should pay close attention to the boundary of product application: the freeze-dried product standard does not apply to freeze-dried face masks, and the single-dose standard does not cover trial samples or gift samples. Routine safety indicators continue to follow existing general testing bases such as the Safety and Technical Standards for Cosmetics. Relevant cosmetics companies are advised to evaluate their existing product formulas and internal testing plans against the drafts for comments, make use of the comment window before November 22, 2026, and plan product compliance in advance.
