Q1: For cosmetics such as hair growth, hair removal, breast beauty, body shaping, and deodorant products that had obtained registration before the implementation of the Cosmetics Supervision and Administration Regulation, can they continue to be manufactured, imported, and sold?

According to the Cosmetics Supervision and Administration Regulations and the Announcement of the National Medical Products Administration on Further Clarifying Matters Related to the Transitional Management of Former Special Use Cosmetics (No. 150 of 2021), for hair growth, hair removal, breast beauty, body shaping, and deodorant cosmetics that had obtained administrative licensing approval for former special use cosmetics before January 1, 2021, the unified market access transition period is set until December 31, 2025. During the transition period, the aforementioned products may be manufactured, imported, and sold. Starting from January 1, 2026, enterprises must cease the manufacture, import, and sale of these products, otherwise they will be dealt with in accordance with the law.

Q2: Is there a time limit for the use of pre-filing numbers obtained or temporarily stored in the general cosmetics filing management system in 2025?

According to the prompt of the General Cosmetics Filing Management System, pre-filing numbers obtained or temporarily stored between January 1, 2025 and December 31, 2025 must be submitted for filing before December 31, 2025. If the submission is not completed within the time limit, the system will clear and invalidate the corresponding pre-filing numbers. All filers are advised to reasonably arrange the submission time of filing documents to avoid losses caused by the clearance of pre-filing numbers.

Q3: When does the 2026 annual report submission for general cosmetics begin?

The 2026 annual report submission period for general cosmetics is from January 1, 2026 to March 31, 2026. The products subject to this annual report are general cosmetics that have been filed for one year or more (i.e., products filed before January 1, 2025), excluding those whose filings have been canceled or withdrawn. The filer or the domestic responsible person shall log into the General Cosmetics (Toothpaste) Filing Management System of the National Medical Products Administration and complete the submission of the annual report on time.

Failure to submit the annual report within the prescribed period will result in the relevant products being dealt with by the regulatory authorities in accordance with the law. Filers and domestic responsible persons are advised to reasonably arrange their schedules and fulfill their annual reporting obligations in a timely manner.

Q4: Where should the annual report for general cosmetics be submitted? What is the specific procedure?

To submit the annual report, log into the General Cosmetics (Toothpaste) Filing Management System via the official website of the National Medical Products Administration (NMPA). The login link to the NMPA website is: https://zwfw.nmpa.gov.cn/web/user/login.

On the homepage of the General Cosmetics (Toothpaste) Filing Management System, in the lower-left corner under “Resource Files,” there is an instructional video titled Introduction to the Annual Report Function of the General Cosmetics Filing Management System. Q5: What should be done if the cancellation application fails when voluntarily canceling the filing of general cosmetics that are no longer being produced?

If a system error occurs during the voluntary submission of a cancellation application, it is recommended to follow the steps below for troubleshooting and resolution:

  • First, enter the “Filing Modification” section of the system and check whether there are any saved but unsubmitted applications. If such draft records exist, please delete them first.
  • After confirming that there are no saved or unsubmitted modifications, try resubmitting the product cancellation application.
  • If the application still cannot be submitted successfully after performing the above steps, the issue may be due to a system process or data error. In such cases, please consult the system support team through the “System Issue Feedback” function in the General Cosmetics Filing Management System.
