Taiwan Updates Administrative Fees for Cosmetics

On November 6, 2025, the Taiwan Food and Drug Administration (TFDA) under the Ministry of Health and Welfare announced the revised version of the “Administrative Fee Standards for Cosmetics.” The updated standards will take effect on July 1, 2026.

Background of the Amendment

The “Administrative Fee Standards for Cosmetics” (hereinafter referred to as the “Fee Standards”), formerly titled the “Fee Standards for the Registration and Inspection of Cosmetics and Cosmetic Colorants,” was originally promulgated on July 27, 2004. Since its enactment, it has undergone two amendments, with the most recent revision on May 28, 2019, during which the title was updated to its current form. On March 6, 2025, the TFDA released a draft amendment of the Fee Standards for public consultation.

In accordance with Article 5, Item 7 of the Cosmetic Hygiene and Safety Act, the provisions in Paragraphs 1 and 2 of the original Fee Standards concerning the registration and inspection of medicated (special purpose) cosmetics ceased to apply as of July 1, 2024. To better reflect the actual administrative costs associated with various services, the Fee Standards have been revised. Key points of the amendment include:

  • Removal of fee items related to the registration, modification, extension, and other procedures for medicated (special purpose) cosmetics;
  • Revision of fees for cosmetic product notification, product classification verification, and related services;
  • Addition of new fee items, including: Review fees for amendments to animal testing applications related to the safety assessment of cosmetics or cosmetic ingredients; Fees for modifications to cosmetic notification data, applicable to both single and multiple changes; Fees for case-by-case assessments, modifications, and reissuance or replacement of approval documents for cosmetics involving exosomes derived from human cells;
  • Limitation of the number of products per application for a cosmetic certificate to a maximum of ten items.
