On November 6, 2025, Indonesia submitted notification G/TBT/N/IDN/160/Add.2 to the World Trade Organization (WTO), announcing the Draft Decree of the Minister of Religious Affairs Regarding Establishment of Harmonized System Codification of Types of Products that are Required to be Halal Certified in Food and Beverages. This draft decree proposes the establishment of a Harmonized System (HS) code list for products that are subject to mandatory halal certification. The draft is currently open for public consultation, with the comment period ending on November 30, 2025.

On July 10, 2025, the National Pharmaceutical Regulatory Agency (NPRA) of Malaysia issued Announcement No. Bil (18) dlm. NPRA/PPPK/01/04 to revise the Cosmetic Regulatory Guidelines in Malaysia. The updated guidelines take effect from the date of publication.
On June 17, 2025, the Ministry of Health of Vietnam submitted notification G/TBT/N/VNM/349 to the WTO, announcing the proposed Draft Decree on the Management of Cosmetics. The draft decree is expected to be approved in September 2025 and come into effect on July 1, 2026. The deadline for comments is 60 days from the date of notification.
On March 18, 2025, the FDA Philippines issued FDA Circular No. 2025-002, amending the ASEAN Cosmetic Directive (ACD). This circular will officially take effect 15 days after its publication.
