Analysis Report on the Filing and Registration Status of New Cosmetic Ingredients in China – October 2025

This article provides a systematic review and in-depth analysis of the cosmetic ingredient filings published by China’s National Medical Products Administration (NMPA) in October 2025 to help stakeholders stay informed of the latest developments and gain insights into market trends. The report mainly covers the number of new ingredient filings during the month, basic information about the filing enterprises, the regional distribution of domestic filers, ingredients that have been filed multiple times, and interpretations of selected ingredients. It aims to offer valuable data support and information references for the cosmetics industry.

I. Number of New Cosmetic Ingredient Filings and Registration in China-October 2025

According to data from the NMPA, a total of 17 new cosmetic ingredients were successfully filed in October 2025. As of now, the relevant technical specifications for these ingredients have not yet been disclosed, and none of them have entered the post-filing monitoring period. For detailed information, please refer to Table 1 below. As of October 31, 2025, a total of 134 new cosmetic ingredients have been filed in China during the year.

According to information retrieved from the NMPA, two new cosmetic ingredients were approved for registration on October 30, 2025. Detailed information is provided in the table below.

II. Overview of Enterprises Filing for New Cosmetic Ingredients

(I) Domestic and Overseas Distribution of Enterprises Filing for New Ingredients

As shown in Figure 1, among the 17 new cosmetic ingredients that obtained filing numbers in October 2025, 16 were filed by domestic filers, accounting for approximately 94.12%, while only one was filed by an overseas filer, accounting for about 5.88%. The number of domestic filers significantly exceeds that of overseas filers.

(II) Domestic Enterprises

Based on the analysis of filing data for new cosmetic ingredients, 16 approved ingredients were individually filed by 15 enterprises. Among the listed companies, Wuhan Zhongke Guanggu Green Biotechnology Co., Ltd. has submitted two cosmetic ingredient filings, while each of the other companies has submitted one filing.

(II) Overseas Enterprises

Based on the analysis of the filing data of new cosmetic ingredients, there is one new cosmetic ingredient whose filing enterprise is located in South Korea. The filing enterprise is NeoPharm.Co., Ltd, as shown in Table 4 below.

III. Distribution of Domestic Enterprises Filing for New Cosmetic Ingredients by Province

According to the analysis of new ingredient filing data, a total of 16 new cosmetic ingredients were filed by domestic enterprises in China, involving 15 companies across nine provincial-level regions. These regions include Guangdong, Shanghai, Hubei, Beijing, Heilongjiang, Jiangsu, Xinjiang and Zhejiang.

As illustrated in Figure 2, among all provinces where domestic filers are located, Guangdong and Shanghai recorded the highest number of new ingredient filings, with each of four. This accounts for 50% of all new ingredient filings by domestic enterprises in October 2025.

IV. Overview of Enterprises Registration for New Cosmetic Ingredients

Based on the analysis of the registration data of new cosmetic ingredients, two newly approved cosmetic ingredients were recently registered by two separate enterprises. Among them, one ingredient was registered by a domestic enterprise in China, while the other was registered by an enterprise located in the United States.

V. Frequently Filed New Cosmetic Ingredients

According to statistics, as shown in Table 4, among the 17 new cosmetic ingredients that have obtained filing numbers, the ingredient Bakuchiol has been filed eight different times by different filing companies.

VI. Interpretation of Selected Ingredients

According to available information, Elaeagnus angustifolia L. is native to Western Asia and is now mainly distributed in northwestern China, the northern part of North China, and the western part of Northeast China. It is also found in Arab countries. Elaeagnus angustifolia possesses significant value as a substance with both medicinal and edible applications. The fruit is sour, slightly sweet, and cool in nature; the bark is sour, slightly bitter, and cool. The stems, trunks, and roots contain alkaloids, while the leaves and dried branches contain catechin and epicatechin. The fruit has spleen-strengthening and antidiarrheal properties and is traditionally used for symptoms such as indigestion. The bark is known for its heat-clearing, blood-cooling, astringent, and analgesic effects, and is used in the treatment of chronic bronchitis, stomach pain, enteritis, and leukorrhea; when used externally, it can help treat burns and stop bleeding.

When the stems and branches of the Elaeagnus angustifolia tree are injured, they exude a transparent brown resin, which, upon drying, forms Elaeagnus gum – a high-quality natural resource. In traditional practices in Xinjiang, Elaeagnus gum has long been used for hair care. Its recent successful filing as a cosmetic ingredient marks the official entry of this traditional resource into the modern cosmetics raw material sector.

The molecular formula of Diisooctyl Isosorbide (CAS No.: 64896-70-4) is C22H38O6, with a molecular weight of 398.54. It is a compound synthesized through the esterification of isosorbide (a derivative of natural sugar alcohol sorbitol) and caprylic acid. The ester bonds and hydroxyl groups in the molecular structure of Diisooctyl Isosorbide endow it with good polarity and excellent skin affinity, allowing it to mimic natural sebum and form a breathable protective film on the skin surface. This film effectively locks in moisture and reduces water loss while avoiding pore blockage, thereby providing long-lasting moisturization.

2'-Fucosyllactose (2'-FL) is one of the most abundant oligosaccharides found in human breast milk, accounting for approximately 31% of the total human milk oligosaccharides (HMOs). 2'-FL exhibits prebiotic and immunomodulatory properties, and in the field of skincare, it is known for its ability to balance the skin microbiota and support skin barrier repair. This ingredient has been approved as an additive in infant formula in several regions, including China and the European Union. In April 2025, China’s National Health Commission approved the expanded use of 2'-FL as a nutritional fortifier in food products.

Black soldier fly larva oil is a green, eco-friendly, and naturally sourced functional fatty acid. It is rich in lauric acid and also contains a variety of functional fatty acids such as palmitic acid, oleic acid, myristic acid, and linoleic acid, which contribute to multiple skincare benefits including emollient properties, promotion of lipid metabolism, enhancement of the skin barrier, and moisturization. In addition, black soldier fly larva oil contains antimicrobial peptides (AMPs), which help improve the skin’s microecological environment. As a result, it can serve as a multifunctional active ingredient widely used in various cosmetic formulations.
