Free Webinar: Cosmetic Efficacy Evaluation Requirements under CSAR

Introduction

According to the data released by IResearch in 2021, the scale of China's efficacy skin care industry has reached 26.01 billion yuan in 2020. The industry scale will continue to increase with a compound annual growth rate of 29.4% in the next three years, and is expected to reach 58.97 billion yuan in 2023.

After the Cosmetics Supervision and Administration Regulations was issued, NMPA issued a series of new regulations on cosmetics to guarantee the efficacy of cosmetics from the source and urging enterprises to attach importance to research and development. Under the requirements of Cosmetics Supervision and Administration Regulations (CSAR), cosmetic registrants and filers are responsible for the quality, safety and efficacy claims of cosmetics. Cosmetic claims should be made based on sufficient scientific basis. Cosmetics registrants and filers shall publish the literature, research data or abstracts of product efficacy evaluation materials on which efficacy claims are based on websites designated by the National Regulatory Authority (NRA), and accept public supervision. NRA shall formulate and publish Cosmetic Classification Rules and Classification Catalogues according to factors such as claims of efficacy, sites of action, dosage forms and users.

On April 9, 2021, NMPA issued the Cosmetics Classification Rules and Classification Catalogue and Standards for the Evaluation of Cosmetics Efficacy Claims, which stipulated legal basis for the testing of efficacy claims. The regulations have set a transitional period for products in different status to submit the efficacy, which means that cosmetics in China will be fully regulated.

In order to help enterprises have a better understanding of the regulatory requirements under the new regulations and more reasonably assess the efficacy claims for their products, Personal and Home Care Products Division in CIRS Group is to host a free webinar on Cosmetic Efficacy Evaluation Requirements under the New Regulations to introduce the requirements of cosmetic efficacy evaluation under the new regulations.
