On January 12, 2026, the New Jersey Senate has passed Bill S1221, officially titled the Protecting Against Forever Chemicals Act, which introduces a ban on the sale of cosmetic products containing intentionally added per- and polyfluoroalkyl substances (PFAS), effective in 2028.
Based on data retrieved from China’s National Medical Products Administration (NMPA), seven new cosmetic ingredients have been filed between January 15 and January 23, 2025. Detailed information is provided in the table below. At present, the associated technical specifications have not been made public, and the ingredient has not yet entered the post-filing monitoring period. As of now, a total of 15 new cosmetic ingredients have been successfully filed in 2026.
Malaysia Strengthens Regulation of Medical Devices Used for Aesthetic and Cosmetic Purposes

On January 9, 2026, the Malaysian Medical Device Authority (MDA) issued the Medical Device (Prescribed Medical Device) Order 2026, aimed at strengthening the regulation of medical devices used for aesthetic and cosmetic purposes to ensure consumer safety and protection. The regulation is scheduled to come into effect on June 1, 2026.
On January 21, 2026, the New Zealand Environmental Protection Authority (EPA) announced that the updated rules for importing and manufacturing cosmetic products had come into effect on 1 January 2026. All cosmetic products that contain a hazardous ingredient must comply with the updated rules for cosmetics (some changes take effect later).
